HUD Unveils Plan to Modernize Manufactured Housing and Expand Affordable Housing Options

A new federal action plan aims to reduce construction barriers, encourage innovation, and create more housing opportunities for American homebuyers.

The U.S. Department of Housing and Urban Development (HUD) announced its Next Generation Manufactured Housing Action Plan on October 7, 2026. The initiative outlines steps to modernize federal manufactured housing standards, expand construction possibilities, and help address the nation's housing supply and affordability challenges.

The announcement follows the passage of the bipartisan 21st Century ROAD to Housing Act, which eliminated a longstanding federal requirement that manufactured homes be built on a permanent steel chassis. This change creates opportunities for more flexible home designs, potentially lower construction costs, and expanded housing options.

What Is Changing?

For 50 years, the Manufactured Housing Construction and Safety Standards, commonly known as the HUD Code, have established national requirements for factory-built homes.

HUD's new action plan identifies seven priorities for updating this framework:

  • Modernize energy efficiency standards: Update requirements to improve the energy performance of manufactured homes.
  • Expand design flexibility: Revise construction standards to accommodate homes built without permanent steel chassis.
  • Maintain safety standards: Establish updated requirements for foundations, anchoring, transportation, and installation.
  • Encourage innovative construction: Create pathways for new housing designs and configurations that can be produced efficiently in factories.
  • Explore larger residential buildings: Develop a performance-based construction and safety code for larger factory-built residential structures.
  • Provide industry guidance: Share resources addressing zoning, appraisal, financing, insurance, and other considerations for chassis-free homes.
  • Increase manufacturing participation: Help existing modular and off-site manufacturers explore participation in the federal manufactured housing system.

These initiatives are intended to preserve existing safety protections while allowing manufacturers greater flexibility in how homes are designed and constructed.

New Possibilities for Housing Affordability

Manufactured housing has long provided a lower-cost alternative to traditional site-built homes. By removing certain construction restrictions, HUD hopes to encourage designs that better meet today's housing needs.

Potential opportunities include smaller starter homes, multistory housing, and new configurations suitable for a wider variety of residential developments.

Factory-built construction can also offer efficiencies through standardized production processes and reduced on-site construction time. However, the extent of future cost savings and housing production increases will depend on implementation, market conditions, and local development requirements.
