The Greater Albuquerque Association of REALTORS® (GAAR) has formally expressed its support for O-26-61, an ordinance aimed at strengthening neighborhood representation and improving accountability in Albuquerque's development review process.
On October 14, 2026, GAAR sent a letter to Albuquerque Mayor Tim Keller and members of the Albuquerque City Council urging the Mayor to sign O-26-61 into law. The ordinance, which proposes amendments to the City's Neighborhood Association Recognition Ordinance, was approved by the City Council on October 5, 2026.
The letter, submitted on behalf of GAAR's Board of Directors by 2026 President Chris Venegas and CEO Kendra Murray, outlines the Association's support for a more transparent, representative, and community-focused approach to neighborhood involvement in development decisions.
Giving Neighborhood Residents a Stronger Voice
A central component of O-26-61 is ensuring that residents most directly affected by proposed developments have a meaningful role in decisions concerning their neighborhoods.
The ordinance would establish clearer requirements for neighborhood associations participating in formal development appeals, including democratic voting procedures, advance notice, and documented member support.
These changes are intended to strengthen accountability while encouraging broader participation among residents who may historically have been underrepresented in neighborhood discussions.
Supporting Housing Opportunities and Responsible Development
As Albuquerque continues to face housing inventory and affordability challenges, GAAR recognizes the importance of balancing neighborhood input with the need for additional housing and community investment.
Under O-26-61, neighborhood coalitions would retain the ability to organize, participate in public hearings, and advocate for their communities. However, formal development appeal authority would be more closely connected to recognized neighborhood associations representing residents directly affected by a project.
GAAR supports this distinction as a way to encourage meaningful community engagement while reducing unnecessary obstacles to responsible development.
Encouraging Collaboration Across Albuquerque
O-26-61 received support from City Councilors across political lines, reflecting a shared interest in improving how neighborhood concerns are represented in local decision-making.
GAAR believes effective land-use policies should prioritize community participation, transparency, and opportunities to address Albuquerque's housing needs.
Through its October 14 letter, the Association also expressed its willingness to collaborate with the Mayor's Office, City Council, Office of Neighborhood Coordination, and neighborhood associations as the ordinance moves toward implementation.
GAAR Encourages Mayoral Approval
GAAR remains committed to policies that advance fair housing, expand homeownership opportunities, and support thriving neighborhoods throughout Albuquerque.
With City Council approval secured, GAAR encourages Mayor Keller to sign O-26-61 into law, taking the next step toward a more accountable and inclusive neighborhood development process.
