The Greater Albuquerque Association of REALTORS® (GAAR) welcomes Mayor Tim Keller's October 19, 2026, signing of O-26-61, an ordinance strengthening neighborhood representation and accountability in Albuquerque's development review process.
The ordinance, approved by the Albuquerque City Council on October 5, updates the City's Neighborhood Association Recognition Ordinance to give residents a more direct voice in decisions affecting their communities.
On October 14, GAAR joined those advocating for the legislation by submitting a formal letter of support to Mayor Keller and members of the City Council, encouraging the Mayor to sign the ordinance into law.
The letter, submitted on behalf of GAAR's Board of Directors by 2026 President Chris Venegas and CEO Kendra Murray, emphasized the importance of transparent neighborhood representation, responsible development, and expanding housing opportunities throughout Albuquerque.
Strengthening Neighborhood Representation
O-26-61 establishes clearer requirements for neighborhood associations participating in formal development appeals, including democratic voting procedures, advance notice, and documented member support.
The ordinance also clarifies the role of neighborhood coalitions, which may continue organizing, participating in public hearings, and advocating for community interests. However, they will no longer automatically receive the same formal recognition and appeal standing as individual neighborhood associations.
These changes are intended to ensure that residents most directly affected by proposed developments have a meaningful role in decisions concerning their neighborhoods.
Supporting Housing Opportunities and Responsible Development
As Albuquerque continues to face housing inventory and affordability challenges, GAAR recognizes the importance of balancing neighborhood input with the need for additional housing and community investment.
GAAR's letter emphasized that neighborhood participation should be representative and accountable while allowing responsible development to move forward.
The Association believes O-26-61 supports these priorities by encouraging meaningful community engagement and addressing procedural barriers that can delay housing and other neighborhood improvements.
A Community Conversation Leads to Action
The ordinance generated considerable public discussion among residents, neighborhood associations, community advocates, and local leaders.
GAAR's letter was one of the voices contributing to that discussion, reflecting the real estate community's interest in policies that support neighborhood participation and Albuquerque's continued growth.
On October 19, Mayor Keller signed O-26-61 into law, affirming the importance of allowing neighborhood associations to determine who represents their interests in development decisions.
The City's announcement also connected the ordinance to broader efforts to streamline development processes while preserving opportunities for meaningful public participation.

GAAR's Continued Commitment
GAAR remains committed to advocating for policies that advance fair housing, expand homeownership opportunities, and support thriving neighborhoods throughout Albuquerque.
The Association appreciates the consideration given to community input throughout the legislative process and welcomes the adoption of O-26-61 as a positive step toward more accountable neighborhood representation.
GAAR looks forward to continued collaboration with City leadership and neighborhood associations as the ordinance is implemented.
